Township High School District 214 recognizes the need to provide special programs and services to meet the unique needs of linguistically and culturally diverse students. Through the Transitional Program of Instruction (TPI) and the Transitional Bilingual Education (TBE) programs, ELL students are prepared to achieve success in all phases of the district’s educational program. This program is in compliance with the requirements set by the Illinois State Board of Education.

Newcomer Center (NWCR) Program

Norman Kane, Director; norman.kane@d214.org
The Newcomer Center is the initial site for immigrant students who come to District 214. The center is designed to meet the learning and acculturation needs of students who 1) are recent arrivals to the United States, 2) are at the beginning level of English fluency, and 3) might have gaps in their formal education. The center will provide a flexible program of instruction combining comprehensive diagnostic and placement assessment, intensive English language and content instruction, and counseling with a strong emphasis on transitioning students to their home high schools.

All students must register at their home high schools. After completing the proper registration forms, eligible students will be given directions to the Newcomer Center.
